This is not “every Ohio data center.”It covers major projects with useful public evidence. A commercial directory count can mix a campus, a building, a tenant suite and a network point-of-presence. The public first pass does not inherit those rows or call missing facilities zero.

Ohio's consumer advocate repeats a commercial-directory count. It is useful as a market signal, but the linked directory's counting unit, lifecycle scope and deduplication have not been reconciled here. OCC's web page says more than 200; a retained PDF at its March-path URL says about 200, while the live page now links to a different May-path PDF that was not retrieved. DataCenterData does not adopt 200-plus as its own count.

Treating Ohio's 85% data-center tariff as proof that residents cannot be affected by data-center-driven power costs.

What the evidence supports

The PUCO-approved AEP Ohio tariff allocates substantial underuse and cancellation risk to new loads over 25 MW. PUCO describes the concern as cost shifting from significant transmission infrastructure and other underused investment serving data centers. These protections are real, but the reviewed sources do not prove that residents can never be affected by generation, transmission, wholesale-market or pre-tariff costs. Under AEP's published contract-capacity formula, DataCenterData calculates a minimum of about 72.5% at 50 MW and 82.5% at 100 MW; a separate historical-demand ratchet can produce a higher billed demand. AEP reports that 12,219 of 17,861 MW of contracted data-center projects were signed before the tariff took effect; contracted projects are not current measured load.

Reading Ohio's equipment sales-and-use-tax exemption as meaning a qualifying project pays no taxes.

What the evidence supports

Ohio Revised Code §122.175 still supplies the eligibility framework: at least $100 million in project investment and at least $1.5 million in annual qualifying payroll, with agreement and annual verification requirements. It authorizes a complete or partial sales-and-use-tax exemption for qualifying data-center equipment. It does not by itself mean a qualifying project pays no taxes, and it does not repeal existing agreements. Whether new exemption requests remain paused is a separate claim (ohio-exemption-pause).

The natural-gas power facility described as adjacent to Vantage's planned Millersport campus means the campus will not affect electricity costs for local residents or businesses.

What the evidence supports

Vantage says the proposed Fairfield Energy Center would power its adjacent campus without connecting to the local or regional grid. A preserved OPSB summary describes a proposed 1,300 MW gas facility with up to 1,000 MW of battery storage; the developer instead reports up to 1,350 MW net generation and approximately 1,040 MW storage. Those figures are not data-center IT capacity. No certificate or hearing outcome has been verified; the evidentiary hearing is noticed for 17 September 2026. The plans cannot establish future retail-bill effects as an observed outcome.

Each would need its own county-level primary record.

    • No corporate filing, deed or Secretary of State record was used to confirm the Involta-to-Ark rename or the ownership entities behind SI NAL01A ABS LLC, Montauk Innovations LLC, Magellan Enterprises LLC, Sidecat LLC, CLOP Hilliard LLC or Continental Broadband LLC.
    • Archived versions of operator and city pages were not consulted, so earlier names, withdrawn phases and superseded capacity claims were not recovered.
    • Older Ohio closures and demolitions (pre-2024 colocation consolidations, the DataBank/Involta and Expedient acquisitions listed in the canonical lifecycle-events file) were not searched.
