These notes name selected records, say which kinds of public evidence were checked and show what remains missing. They do not add anything to the published counts.

• economic development incentives — Checked
  • No current Oregon Department of Revenue enterprise zone or SIP annual report was located; the Business Oregon project list read here is from 2019 and the SIP worksheet from 2023.
  • Individual long-term rural enterprise zone certifications (twelve Amazon certifications across Umatilla and Morrow Counties) were not obtained, so the certified facilities cannot be tied to named sites.
  • The 2026 enterprise zone data center moratorium under HB 4084 was seen only in search results and no statute or agency text was read.
